Dr. Richard Brocato
Dr. Rick Brocato has over 30 years project management experience at a major University Affiliated Research Center with >3000 staff and $400M annual budget. Served as Manager for organization-wide continuous quality improvement (CQI) program. Professional areas of expertise include strategic planning, re-engineering methods, quality standards (i.e., Baldrige criteria, Maryland Governor’s Performance Excellence Assessment Program, ISO 9000, etc.), survey methods (e.g., interview, focus group, questionnaire), group/team dynamics, change management, communications strategies, psychological type, and human resource development (e.g., training needs assessments, instructional design, adult learning).
Edward R. Gardner
Ed Gardner is an integral part of the Theseus Professional Services team based in Fort Myers, Florida and has had numerous consulting opportunities within/outside the Florida area. Ed is the project manager of a three-year Florida-wide IT consulting services contract with the state of Florida. With the Miami-Dade Transit (MDT), as a software quality engineer/consultant, he developed organizational policies and had oversight responsibilities for project efforts, and with Citigroup, Inc., was a consultant/technical writer. Ed is also a certified, lead assessor with Orion Registrar, Inc. specializing in ISO 9001, software engineering and various support disciplines. Ed initially achieved the CSQE while employed at Lockheed Martin (LM) specializing in software quality management and ISO 9001. At LM Ed had project/area oversight within the Washington Metropolitan Area, for ISO 9001/quality engineering including project-organizational compliance, external evaluation readiness, and training. Ed has been active in the American Society of Quality (ASQ) as: (1) chair of the ASQ Special Software Improvement Group (SSIG) and (2) chairman of a Baltimore-Washington, D.C. Information Technology Symposium at Johns Hopkins University. Ed has assisted organizations in compliance to the Carnegie Mellon’s Capability Maturity Models (CMM) reaching a maturity level 5. He published (and presented) papers in various international journals/symposiums focusing on software, ISO 9001, and total quality management. Ed has a Bachelor of Science degree from the University of Maryland.
Kevin R. Gilson
Kevin Gilson has managed quality organizations of up to 28 people in engineering and operations settings. He is an American Society for Quality Certified Quality Manager. He has designed, implemented and managed QA and QC systems over 26 years for government contracts in operations and test organizations. ISO 9000 internal auditor; Malcolm Baldrige Quality Award internal examiner; MD State Governor's Quality Award examiner and examiner trainer. His technical experience includes configuration management where he designed, implemented and managed CM systems over 17 years for government contracts. His Total Quality Management support includes having designed and delivered TQM training over seven years to hundreds of employees and to partners in the Taiwan space agency. For the past six years he has been involved in the development, implementation and delivery of a TQM program for the Howard County (MD) Public School as well as Laurel (MD) High School quality improvement programs. He designed and presented training sessions for the Governor’s (MD) Academy, MDOT, MD Aviation Administration, and for CCQI (MD). Kevin received “Governor’s Citations - The State of Maryland,” for distinguished contributions as an examiner to “Governor’s Performance Excellence Programs” from 1995 to 2001.
Nancy M. Kyle
Nancy has nearly thirty years of software experience in government nuclear and non-nuclear facilities. Her professional areas of expertise include software quality assurance, software engineering, process control engineering management, information technology management, strategic planning, and change management, with experience developing, implementing and assessing programs and processes compliant with ASME NQA-1 (1989, 2000, 2004, 2008 w/2009 addenda), 10 CFR 50 Appendix B, 10 CFR 830 Appendix A, DOE O414.1C, and DOE RW-0333P. Nancy has performed numerous assessments of software quality assurance program compliance throughout the Department of Energy Complex and commercial nuclear industry as well as performing supplier qualification audits for DOE projects. Nancy is currently the Secretary of the ASME NQA-1 Subcommittee on Software Quality Assurance, and Secretary of the Energy Facility Contractors Group (EFCOG) ISM & Quality Assurance Working Group Software Quality Assurance Task Group. She graduated from Southwest Missouri State University, earning a Bachelor of Science degree in Computer Science.
Joseph Ludford
Joseph Ludford is the principal for White Hart Associates. He also has over 40 years of technical and management experience in electrical engineering and product assurance fields. Considerable analysis and testing experience in early career (1958-1980). Recent experience in quality systems implementation, configuration management training, and software process improvement. Past Chair and Education Chair of the Washington, DC Section of the American Society for Quality. Recently completed a C-Language credit course and a 97-hour certificate program in UNIX Configuration Management. Taught quality assurance, total quality management, and electronic communication courses at Prince George's Community College (1994-1999) in Maryland. Completed a 30-year career as an Air Force Reserve Officer in research and development, system integration, and program management (1958-1988).
Rochelle Moreau
Rochelle J. Moreau is an administrative assistant for Theseus Professional Services. These duties include organizing and coordinating all of Theseus open enrollment and on-site courses. She also supports Theseus clients with their ISO 9001:2008 upgrade efforts.
Donald Sayre
Don brings unique diversity to the Theseus Team. Author of "Inside ISO 14000," Don offers a professional resume dating back over four decades. From environment, health & safety to QA/QC training, nuclear power to chemicals and plastics manufacture to gas pipelines to coal fired power plants, refinery construction to graduate course delivery to software development to technical writing, Don offers domestic and foreign experience. A member of the US Technical Advisory Groups to both the ISO 9000 and ISO 14000 Technical Committees, Don is also Chair of the new Sustainable Systems Working Group of the National Association of Environmental Professionals and a member of the ASME NQA Committee on software that Norm Moreau chairs. Don's history includes work throughout the USDOE Weapons Complex and on commercial facilities licensed by the USNRC including the first Combined Operating License Agreement in 30 years, the National Enrichment Facility.

With over 20 years of experience in biomedical research and facility management, James Bell, Founder and Principal Consultant of Bi-Medical Research Resources, works with individual researchers and facilities to provide a myriad of services and resources, including Training, Evaluation & Oversight Services, Facility Management, Staffing solutions, Training development and Marketing.
David Morley
Mr. Morley has over 29 years experience in the development of quality management systems for a variety of organizations including: commercial nuclear sites, nuclear power plants under construction and decommissioning, DOE sites and the Alaska Pipeline. He has had assignments as Program Development, Lead Auditor, Quality Assurance Manager, and ANSI Certified Inspector. His expertise includes NQA-1 program development (ASME NQA-1-2008), auditing and implementation, ISO 9001 registration assessments and internal audits and program development for commercial manufacturing companies in North America and Asia. He has performed Supplier Qualification Audits and Source Inspections in support of both commercial and nuclear projects.

Sandra Toalston
Ms. Sandra Toalston has over 28 years of professional experience utilizing her Quality Assurance and Engineering experience across a broad range of industries in government and private sectors. Ms. Toalston is the president of SanSeek a women owned minority small business, based in Laurel, Maryland. SanSeek is a partner of Theseus Professional Services, LLC.
SanSeek is a trade name of The Toalston Group LLC and holds MDOT MBE and DBE certifications. Ms. Toalston is a recipient of the 2010 Top 100 MBE Winners award for the mid-Atlantic Region. SanSeek provides Quality Services, Professional Services, and Custom Training. Ms. Toalston has provides Quality Services as an independent consultant, a third party certified Lead Auditor in ISO 9001, certified auditor for ISO 20000, certified Six Sigma Green Belt, and as an Examiner for Baldrige National Criteria at the state level for Maryland and Washington States. She is currently supporting clients in MD, DC, and VA.
Ms. Toalston has conducted ISO pre-assessment audits, registration audits, surveillance audits, document reviews, SEI CMMI consulting, and internal auditors training. Mrs. Toalston has developed and presented 18 training programs throughout her professional career. Mrs. Toalston provides businesses process engineering, and other professional services. Ms.

Joe Mikolajczak
Joe Mikolajczak has over 35 years experience in all aspects of Quality Assurance that includes developing, implementing, and monitoring commercial and government Quality Assurance programs with a focus on process improvement and simplification. This is accomplished by applying his considerable experience to perform business process analysis and redesign, flowchart processes, interview key process personnel, analyze data trends, and statistical analysis. He has provided comprehensive coverage of all Quality Assurance program aspects that includes supplier evaluations and qualifications to meet process and material standards for nuclear, oil, gas, software, pharmaceutical, and electronics. He has also performed or participated in assessments at commercial and various DOE facilities in the areas of Quality Assurance, and Environmental Safety and Health. This experience required understanding of standards and regulations, such as: 10 CFR 50 App B, ASME NQA-1, 10 CFR 830.120, 40 CFR 49, SEI-CMMI, 21 CFR 820, ISO 9001, API Q-1, and various Military Standards. In addition to Quality Management Systems, Joe is extremely familiar with the statistical methods and modeling for Nuclear Material Control and Accountability. He is also familiar with various mechanical and chemical testing and inspection methods. Joe has a MBA from Western New England College and a Bachelor from the University of Connecticut in Mathematics/Statistics.
Harold B. Rice
Harry is a principal consultant with over twenty-eight years of professional experience in management, training, operation and maintenance of government, commercial and research nuclear and non-nuclear facilities and small business enterprises. His professional areas of expertise include software quality assurance, software engineering, operations/maintenance/technical training management, information technology management, strategic planning, and change management. He has extensive experience developing, implementing and assessing expert systems, programs and automated processes compliant with ASME NQA-1 (1989, 2000, 2004, 2008 w/2009 addenda), 10 CFR 50 Appendix B, 10 CFR 830 Appendix A, DOE O414.1C, DOE 0333P, ISO 9001, and the Software Engineering Institute’s Capability Maturity Model Integrated (SEI-CMMI) through Level III and patent award. Harry is co-inventor of the Computerized Training Management System and developer of the related novelty software that serves as the base of training management systems software. He is an architect and programmer capable on multiple platforms. His recent programs were developed using the Adobe Creative Suite and CorelDRAW series as well as SQL-compliant Relational Database Management Systems through web-enabled enterprise systems such as Sharepoint MOSS. Harry has performed SQA oversight for DOE automated facilities with distributed control systems (DCS). He is a causal analyst and assesses process and business software quality assurance programs through surveillances, management assessments, reviews and audits. Harry is a member of the American Society for Quality. He is a Veteran of the US Navy Nuclear Submarine Service and was awarded a Bachelor of Science equivalency through the New York Institute of Technology for graduate studies and advancement to a senior management position in an electrical utility. He was awarded the DOE TRADE Award for Excellence.
Deborah A. Wenger
Founder and Principal Consultant of Deborah Wenger Training and Regulatory Compliance Consulting, Ms. Wenger has extensive experience working with SOPs in a GLP environment. She has managed comprehensive SOP Programs including the development of GLP compliant and non-GLP Animal Care SOPs. Her experience also includes providing guidance in the development of Veterinary Care SOPs, and working with and guiding front line Supervisors to ensure compliance with applicable regulations. Ms. Wenger's instructional design expertise for training programs is strongly evident and she has a proven track record in managing QA programs. Deborah brings nearly 30 years of experience in the Laboratory Animal Science industry. She currently works with companies and organizations, providing training development, facility management and compliance & oversight services.
